See the attached screen shot, which generically is at admin/rules/rules/rules_ruleID/edit/actionID.
The UI does not explain where the tokens go. Certainly they don't go in the Advanced: Specify the fields value with PHP code section.
The Remaining hours field is a float type and does not have a place to type this stuff.
It appears that tokens don't belong here at all, so the Token replacement patterns section shouldn't even appear.

fagoWell they can go in any field, whether to want do that is another question. But yes this isn't ideal, that's why it is improved for rules2.
