Drupal re-size bar is removed when TinyMCE is off

I'm using Drupal 4.7, TinyMCE v2.0.6.1, and 4.7 tagged tinymce.module that was release on 2006-05-11

When I turn TinyMCE off, or default it to off, I don't get the standard Drupal re-size bar, just a normal textarea. In fact, with the tinymce.module enabled, the only way for me to get a re-size bar is to have the path location set to bottom, enable resizing button set to true, and have rich-text enabled on the text area. Otherwise, no re-size bar.

One note: I only experience this problem on the pages specified in the visibility section of the TinyMCE settings (admin/settings/tinymce)
