i'd like to only enable smileys for forums, but not have them for stories or any content that is "promoted to front page". is this a quick hit? :) at the very least, i'd like to uninclude any content marked as "promoted to front page". smileys in comments would be just fine.

This is not really related to smileys but needs to be implemented in the Drupal filter system itself. There is already such a feature request I think.
