Seems like the Table of Content block ought to simply remove the h4 within the block as it's redundant when the default block title is the same text.

Hey there,

I agree, I likely should have avoided placing the title in the first place, and letting people just adjust it via the block. I'm not sure how people are using it though (ie, if they're overriding the block.tpl.php for it, or what have you), so I think we're stuck with it for now. I'll likely remove it in the next major version perhaps, or give the ability to set the title manually perhaps?
