Taxonomy Text Areas, How do I increase them and put them in columns?

I'd like to increase the default taxonomy text areas in my content types. The default is 9 lines. Can someone point me to the file I can do that in? I see the line using firebug but not sure the file to edit?

Also, I have 4 vocabularies, and when I expand them they will make scrolling a bit long tedious. I'd like to have one longer expanded vocabulary on the left and the other 3 on the right, and I suppose I do that through the theme? If you can point me on where to edit that layout? Tks...
