Views support has moved into a sub-module but now includes an attachment that will add a tagging form to a views tag display. This is good.

- New sub-modules for rules, unitag, and node integration.
- Something approaching an API but will probably subject to change.
- Settings have been moved off the main community tags configuration page to per vocabulary/node type settings pages. Main configuration page now just displays status with links to CT settings and operations.
