User Generated Sub Terms - Taxonomy

Hi, I'm creating a review site. I'm looking at Taxonomy, I've created a vocab for story posts, i've created terms for it (which are american states e.g. New York State) What I want is for users, when adding stories, to select the state then to add their city/town as a tag.

Is this possible and how do I do it?
