I recently upgraded a copy of a site from D5.20 to D6.14. I cannot enable even core themes. My test site is a Windows 2000 desktop machine. I corrected the path for the temp folder in admin/settings/file-system to address another problem.
When I go to admin/build/themes and enable Garland, which is the theme I had set the site to before the upgrade, I get
The configuration options have been saved.
Anyone have any insight to this problem?

Did you try to put a check on a radio button which says default.
Enabling the theme doesn't change the theme however if you are enabling the default option, it will get changed.

Yes...
I set a theme as a default. While some aspects of the theme come through like font, not the whole thing. For instance, Garland and Minnelli do not show blue back grounds.
When I save themes that I have enabled, the check boxes are blank after submitting.

Hi,
I think you meant style sheets of themes are not loading, please check that all the files of themes are present on in that theme folder as sometimes via ftp all files are not transferred.
If you are sure then set the $baseurl in settings.php file.
Hopefuily it should work.
