Change the way the meta tags content is saved in the database

The actual code saves the meta tags content in two different way, as string obtained from serialize() or as string. It should write the meta tags content always in the same way.
For compatibility with branch 6.x-3, which introduces a new feature, the code for branch 6.x-1 should be changed.
