If I Create Blog I do not have the "file attachments" option.

Last:

When creating a new blog: I have no "tags" box to input tags

for tags, you need to create a freelinking taxonomy from YOURSITE.com/admin/content/taxonomy/add/vocabulary and make sure the content type is selected.

For the others, make sure you have activated the upload module (from core, /admin/build/modules) and that the upload permission is set (/admin/user/permissions).

And at the content type admin page, /admin/content/types , make sure the attachment part is on.
