I got a huge problem since yesterday.

Without changing anything on my web-site all blocks and menus are not available anymore.
Calling www.sitename.com/?q=admin/block results in the display of the tracking page instead moving to blocks.

I tried to upgrade to 4.7.1 now but this didn't help.

Any ideas anybody?

Site is now in "maintenance mode" .. need to fix this urgently.

Running MYSQL 4.0 on Server side ..

I would think there is two separate issue here.

Did you make sure you didn't accidentely change the url of tracking to block ?

Did you make sure this is not an access issue ?

have you try to log on another account from a different role ?

any other detail like wich module u use ?

Have you tried to see under modules if you disabled blocks (i think that it's always locked ON, but check)
Look in your database tables and the watchdog to see if something changed something about the DB table or the names and references.

Suggestion: Ask your host for a copy of the backup for DB and code to be able to replace the site with an older version while you troubleshoot

Good idea .. but no .. it was activated BUT I ticked "throttle" from ON to OFF.
Will check but looks okay now.

Nevertheless .. this seems to be a bug within DRUPAL.
Shall I report this to the developers .. ??

If you throttle the block menu it will die.
