The attached screenshot shows what they look like now.

Nothing seems to actually be functionally broken, but it looks pretty weird, and most probably, the preview should happen in the default theme (Garland in this case), rather than in Seven.

I also noticed toolbar.css was getting added in the overlay only when previewing, I don't think this is ever suppose to happen

Works perfectly fine now.

Preview not being shown in Garland is not an overlay issue; you could open a separate issue for that.
