Filtering content by Date with a Month Granularity BUG

Using Drupal Ver 6.14

If you have a View with a Filter that has a month granularity, the SQL created to for the filter is not correct.

If I Select a Year, but leave the month unselected e.g. "-Month" the SQL that is created assumes the first Month i.e. January or 01
