This wonderful little tool is hidden on the page. l10n-client is there in the source, but something is causing it not to show and I don't know where to start looking. There are a number of modules I have installed recently, theme changes, etc. I turned off the devel module, there is no flash on the page, and I tried using an old theme.

Are there known conflicts?

The translate text button actually appears for a second during page load, then disappears.

It took a while but I isolated the culprit. The current versions of FBconnect somehow cover up l18n_client

Our work around is to disable fbconnect when we need to translate.
