Originally reported by Gábor Hojtsy as part of the mega-issue at #610234: Overlay implementation, and I can still reproduce this:

On certain page loads, you see an unstyled "add to shortcuts" link in the page for a brief second, and then it moves to above the overlay where it appears correctly.

Suggested fix was this:

should be hidden in overlay via CSS and moved/displayed above when loaded, so it will not show at original place
