Expecting uid:1 to have full access, administer comments permission blocks access

* What are the steps required to reproduce the bug?

Setting up roles, access/display of the form element to manage (enable) comments on the node creation forms. Enabling the "administer comments" permission controls which role has access.

* What behavior were you expecting?

When enabling the "administer comments" permission for a given role I was EXPECTING that the user 1 (uid:1) user would continue to have access regardless of access permission assignments. It's assumed that the user 1 account has full access to everything.

* What happened instead?

The user 1 (uid:1) user does *not* have access to administer comments in the node creation form that are controlled by the "administer comments" permission.
