Can users comment tags with this mobule ?

Hello,

Sorry to ask before trying but I am looking for a module that will create nodes (pages) with every term (tag) in the taxonomy, is it the purpose of this module ?

I want to create nodes because Tags are sometimes found in Google, and then people could comment the Tags pages they have found on Google if these tags pages are real nodes.
