I've always thought it would be nice to have a list of files that have been changed in an upgrade, and I'm not sure if it's available somewhere, but since I'm using it myself I thought I would post it for others who are interested: List of Files Changed by Drupal Upgrade. Currently I only have the changes for 4.7.0 - 4.7.1 posted, but I've been keeping track of changes locally since 4.6.0 - so I will post those soon if there's interest.

I assume then the idea is all you need is to upload the new files and then run update.php? What about database changes?

File Changes From 4.7.1 to 4.7.2

The list has been updated for 4.7.2 changes: List of Files Changed By Drupal Upgrade and is now available for versions 4.6.5 and up.
Running update.php may make changes to the update, but since these are the only files that have changed merely replacing these is the same as replacing the entire Drupal directory (by which you will also replace files that haven't been modified). I got tired of replacing everything so I began tracking changes.
