Invisible fieldset hotspot extends across width of page, leading to inadvertent (un)collapses

One more minor thing ivan:

I noticed that for collapsed fields, you can click anywhere on the blank horizontal of the page to open and close it, and this seems like potentially a bit awkward.

In my case, I was looking at a screen with a bunch of collapsed fieldsets, and accidentally clicked what looked like an empty white space. The fieldset opened and pulled my screen down with it, taking me away from the area I'd just been working on (above the fieldset).

Anyhow, just a minor inconvenience. Perhaps on the fieldset label itself should be clickable?
