This is a re-rolled for a patch I sent time ago.

This feature allows to configure the cck fieldgroups tabs settings on each content type edit form, easing the management and configuration, so best UX.
I added integration with last vertical tabs module release.

Note the patch should use a group value of "additional_settings" and not "additional settings"
