Hmm, not sure what is going on here - it might have something to do with the caching i'm using. I think a fix for the time being would be to not user module_load_include, and just use a regular include_once at the top of licensing.module

The patch has been committed, but if anyone has any better ideas to get around this please let me know - this seems a little dirty.
