If I change the theme to any other then the default, then the website becomes white/unformatted untill i choose another theme or set the garland color back to normal
All via the screen
I have this with any theme
By ftp set everything to perm:777
For the rest the site is working ok.
What can be done ?

Renaming the .htaccess to something as old.htaccess does not work since a new one is automatically created, but what you can do is the vollowing :
After I created an empty .htaccess in /drupal/sites/default/files/ is is working.
The only question is : is it a good idea to have an empty .htaccess there.
Is there something else I could put in to it and that it remains working.

hminney commentedI get this with Drupal 6.15. I've changed back to drupal 6.14 to avoid it. Don't know why it happens?
Using Firefox 3.5 and/or IE8
PHP hosted so I assume it's latest version on a Unix environment
Modifying Minelli and/ or Garland from the default to the Shiny Tomato theme - it also happens when I change individual colours
I think if you make the changes in Drupal 6.14 and then upgrade then it upgrades smoothly
