If I add a path to the dashboard with parameters set off by characters like "?" and "&", the URL comes out with the character converted to stuff like "%2526", which then does not work.

Expected behavior: enter a URL with parameters and have that URL reproduced as entered when you click on the dashboard link.

@geilhufe: can you please describe the exact steps you took to reproduce this

I have a feeling you are talking about adding shortcut links to the toolbar, not the "Dashboard"
Although, when I attempt to add "node?page=1" as a shortcut I am told that "The link must correspond to a valid path on the site."
