When You create a new image style at admin/config/media/image-styles/ then you edit the style to add effects the breadcrumb is just to Home. You're at a dead end there are no options to get around from that page. Like to see a way to get back to the image-styles page to add more image styles. I am using the seven admin theme too.

This appears to be still a issue in HEAD.
