Paypal, international address errors, address_override

Hello,

We sell memberships, no shippable products. Paypal was unhappy with some international addresses (we're in the US, this particular customer was in Scottland). I made it happy by turning off address_override in ec_paypal.module. One-line hack, patch attached.

We have to collect addresses for tax purposes (as a Texas corporation we have to report Texas sales separately) but It'd be nice if there were some way to tell the payment modules not to verify these as shipping addresses. Accordingly, I've marked this issue as "feature request".
