I was just looking at #446180: How to format PDF invoice and was thinking it would be nice if this was in a tpl.php file instead of a .inc file as that would help identify it as themeing material and be more consistent with the typical theme override stuff in drupal. Perhaps this isn't possible with the dependency on the tcpdf library, but otherwise it would be handy.

The ability to theme a PDF is something that certainly needs work.

Whether it can be done using the current library, I don't know.

Something for the future.
