davereid helped me with this but we didn't quite get it done.
I'm reorganizing Amazon module and moving development to the HEAD. So the 6.x-1.x-dev release had to be redone. Dave killed the old one, but we still can't assign a dev release to HEAD.
What I want: 6.x-1.x-dev packages up HEAD.

dave reidMore details on this, we had an old Amazon-HEAD-dev.tar.gz release, so we deleted it. Wanted to re-assign the 6.x-1.x-dev from the DRUPAL-6--1 branch to the HEAD, but it wasn't available in the list of branches on the release node, even though it was on the create release branch list. So we had to delete the 6.x-1.x-dev node and re-created it as http://drupal.org/node/659882. But now it's not getting picked up by the packaging script and showing up on the project page without a download link. Odd.

dwwWeird. There weren't any packaging errors on that release node. The watchdog logs looked as if the packaging script was running. I ran it manually for this branch, and the http://drupal.org/node/659882 release node packaged just fine. I wonder if it was just a question of the branch/-dev rebuild script not having run since everything changed on the release nodes? Anyway, it's fixed now...
