Not showing types if selected, then deselected

When I set a role (authenticated user) for a type, it does not show the type for any user. Instead, it behaves as though it's restricted and does not allow searching that type.

If I deselect it, it does not reset the behaviour to unrestricted as described.

All of my users have multiple roles.
