What version where you using prior to the upgrade? I don't think there was anything between 1.8 and 1.9 that would cause this but I'll do some testing...

I tested it on my system as an unprivileged user and it works OK, although (for some reason) I had to rebuild the permission cache on the admin/content/node-settings page.

I played around with permissions to see anything wrong with my settings..i am not sure which one helped .
