The person before me installed Drupal on this domain.
They deleted everything. But not the database.
I reinstalled Drupal using the same db and password.
I have no idea what modules they used or anything....
Could that explain why there seems to be a great deal of hinkyness?
Or would this have been made clear in the installation.

depends on what you define as "hinkyness"
obviously if the install had modules in it and the files were removed, those modules aren't working.
Drupal is database driven, therefore if you had the files were deleted, and you uploaded new ones you should be fine. Albeit without the modules that were installed. They would need to be re uploaded as well.

An example would be location. I am using it on one site, and it saves the data. On this one it refuses to save Province. Everything uploaded to the two sites within weeks of each other. I think I even used the same downloaded files.
Or the server was cursed by an angry shaman.

Vexing oddity #2.
Completely default Acquia install. Same server, same upload files.
Refuses to upload images.
Found the issue in the Que based on the error. But what is bewildering is the other drupal sites are working......
I blame cosmic rays. Or maybe all of Drupal is actually run by the CIA as some kind of grand social experiment.... mwhahahaahahaha

what modules are handling the uploads, keeping in mind that drupal core doesn't include any contrib modules like acquia does.
