As outlined in previous Dashboard issues, we will not have a management menu on Dashboard. This because Management by default is already duplicated in the top toolbar. Yoroy also outlined in his Dashboard strategy, that management menu has no place in dashboard due to its low informational value.

makes sense to me and does what it's suppose to

this leaves the region empty on install though, but I understand #337947: Correct whitespace issue for 'recent content block' in dashboard would take it's place
