I'm having a problem taming my Blocks. I have turned off all cacheing and they still don't reflect the changes made to the CSS. I need to tweak them so they are side by side and I'd like to change other things. I have purged the browser cache. Nothing works.
Why can't I change the blocks.

did you purge database cache? administer -> performance?
ensure css optimization is disabled when altering css files.
yes. I turned everything off
yes. I turned everything off on that page. I then deleted all class and divs on the css related to blocks and its still there. It's has to be a cache issue.

ok, but browser cache and database cache are two different animals. Thus it is important, especially if cache was enabled to clear the database cache tables. I tend to do so manually.
Lastly, and as silly as it sounds, ensure you are editing the correct theme as I've seen threads get long winded only to find out that someone was editing the wrong theme.

Urgent Please help. Where does drupal cache? It could be because the cashe file isn't deleting. I had a similar problem with a wordpress plugin. I just physically deleted the file and the problem resolved.
Would a similar solution work for drupal?

drupal stores all cache in the database unless you've a contrib module like boost.module installed.
