I use a 'manager' role for a sort of 'junior admin' and I would like to allow him to manage the contact forms by adding categories, modifying the header and mail texts...

There is no "admin contact form" access control in the access control setting, how can I do that ?

This module, Contact List and Forms, only adds features to the contact.module. The contact.module controls access to the email categories. The features you request need to be built into the contact module which is part of core. To post a feature request for the contact module select "drupal" in the project list.
