Currently, logintoboggan relies on the user variables to determine which email to send after a user registers (approval, email, etc). I believe it would be desirable to work like the core user module and use the account's status in addition to the user variables to determine which email and message needs to be sent/set.
I have attached a patch to make this change. Note the patch is against HEAD but I experienced this in logintoboggan-6.x-1.6
