Newbie, non-tech, non-developer trying 1st attempt to install drupal to laptop to work locally then upload to host. Followed XAMPP windows XP install instructions to "browse to localhost". Using IE 8 & cannot connect to localhost. Tried hackthis, MS loopback adapter install, uninstall-reinstall IE 8, LAN settings in internet options - none checked. All to no avail. Don't know what else to try.
Any thoughts?

Need a lot more info. Where are you in the install process? Is xampp installed? Have you installed drupal and did you put it in the correct folder for xampp? If you have done all of this when you open a browser and type "localhost" in the url line what happens, what error message do you get? Even if you don't know exactly what info we need give as much as you can and it will likely give us a starting point.
Can't browse localhost
Following XAMPP step by step. XAMPP fired up, changed the lines as indicated in instructions, etc. Everything seems to work fine then.... I type http://localhost into IE 8 and the error message: "Internet Explorer cannot display the webpage" shows up.
