incorrect url created for link when deleting an action set

after adding a new action set the delete link that appears in the actions column (on the administer >> voting actions page) omits the site url and you get http://admin/voting_actions/delete/1 instead. the functionality remains when you add in the correct domain at the beginning so i think its probably just missing an l() or something.

this is in the current cvs version as of yesterday and i'm also using the cvs release of 4.7 from yesterday.
