why in all my pages i see mime-32.png in list of downloaded files ?

i mean what all pages have this file in structure automatically.

whis file 24 kb and why we must download it each time ?

I don't fully understand what you refer to as a "list of downloaded files"?

If you mean by "all pages have this file in structure automatically" the fact that itweak_upload.css file (which may get rolled into one big css for the whole site) points to the mimi-32.png file, then you should not worry. The css calls for this file, but the browser will not download it for all pages, it will download only for those pages where the specific element is found that css attaches it to. You should be able to verify which files are actually downloaded by using FireBug or in Google Chrome developer console > resources.
