Where would an end user find out how to use teaser/break tags after noticing that their shiny new web page chose to split somewhere without asking the author their opinion on the matter?

administer -> post settings = where teasers lengths are set.

as far as the break tag, In D6 don't most use the summary button? instead of adding a manual break? or is an editor involved here?

I've been fiddling with different edit interfaces; the OpenWYSIWYG toolbars don't have the Teaser button selected by default. The stock Story interface doesn't have an immediately obvious way to add a break separator at all, but it generates a split nonetheless.
