now, i want to make the vocabulary as the primary links.and the terms in vocabulary under the primary links.eg:color(vocabulary) terms(red,blue,green).when i put the pointer hover on the color,i want the terms can pop up. or click the color, the terms can pop up,like a list.how to do this.any tips would be apppreciated.

To use a vocabulary as a menu, you could try Taxonomy Menu:

For the dropdown menus I'm not sure if there is a module that actually does that. A quick start might be to copy some of the javascript and theme overrides found in the Acquia Marina theme:
