communicate with users (similar to privatemsg)

Any module can communicate with internal users. (like privatemsg)
but can't write the message by user. just select the options.

for example.
user can select the one of the choices to send to other internal users only.
1) cake
2) flower
3) ring
4) say hello

any existing module can do ? any ideas ? Thanks
