When i create accounts "Local Email" not runs, Its requires an email...
How can i have "Local Email" active and only administrator can creates accounts?

Need a variation of this too - I only want this module to kick in if the email is left blank when admin is adding an account. If email is added then don't do anything and don't make any changes to the user registration page.

Willing to chip in for this as its quite important to me.
