Can someone please help me or lead me in some sort of direction on this phpmailer issue

I get the following error Fatal error: Class 'PHPMailer' not found in C:\phpjason\xampp\htdocs\modules\modules\phpmailer\includes\phpmailer.class.inc on line 15 i have changed my php.ini and included the path to the dir where that phpmailer.class.php and the other one thats all i did to edit the php.ini file tho what am i missing. Am i supposed to change anything else in php.ini I have the lib and smtp and mime mail installed on xampp install
