Changing the order of the tabs in the user account section

I asked this once in the Password Policy module, but I didn't get any responses. I also don't think it's really related to the module itself.
I'm looking for the way to change the order of the tabs in the user account page? I'd like to move the new Password tab next to the Edit tab. I know how to remove tabs using template.php, but not reorder them only in the account pages.
