Mail set in XAMPP and adding new uders

1. I tried searching the forums for fair instructions how to set up the XAMPP mail server. (working locally)
appreciate if someone can walk me through on this.

2. while I am working locally, is there a way to add users, without the need to get the password through the e-mail?
