I've installed both Drupal 6 with Ubercart 2 and Drupal 5 with Ubercart 1 and it is giving the same problem.

Have you tried the 2.0 version? I have a feeling usaepay changed something that made the old curl method stop working.

I did, here is the Drupal 6 install;
