Move the TOC to top of page

I want to position the TOC above the node content. This probably has something to do with my unfamiliarity with PHP/Drupal Theme code.

The programmer of this module did give me a piece of code to insert within a theme. But it seems that my themes (Meta, Sunflower) do not have functions of this nature (mytheme_category_view()). Please advise.
