Multiselect breaks when Tabs are in use, see #631024: Request for Compatibility with Tabs Project for details on how the multiselect breaks (it varies by browser) but it seems that it is using the Tabs functionality that causes the problem.

Please post a javascript error message or a sample site where the problem is present.

I have a development site where I can show you the problem but it really requires you to login with a particular role ... it isn't required to tickle the bug (at least I doubt that is the case) but it would be a lot of work to open it up for unauthenticated use. If you create an account on http://www.gatedev.com (the SSL cert is for www.gatevillage.net), I'll get the notice and change the role appropriately.

Then you can try https://www.gatedev.com/node/add/lle-expert ... the multiselect is in the "Skills" tab.
