A very minor point:
Just installed the module and had a good "play" lovely jubbly!!
Thought I should then read the advanced help, that being the correct order for getting to grips with a new module ie play first, read later!
Shock horror, "Panels help index" shows me all the links to the help topics, but all links are broken!
They are installed here: sites/all/modules/panels/help as per default
Are the advanced help files in the wrong place or.........they don't exist?
Cheers,
PS My. my, what a busy issue queue! What's your average weekly coffee consumption?

merlinofchaos commentedSadly the entirety of the advanced help in Panels are stubs that are both out of date even as stubs, and were never written. Most of the documentation should be over in CTools, but that, also, is mostly stubs. I desperately would like some folks to help contribute to this documentation, but nothing has happened yet.
There are many Documentation issues in CTools with places to help fill in stub documentation there. Also, the Panels 3 documentation section on drupal.org has some reasonable starting information.
This queue is silence compared to Views. =)

Joel MMCC commentedI think “postponed” is a more accurate Status for this situation.

vm commentedI disagree based on Merlin's own statements in #1, as well his own marking of this issue as fixed.

merlinofchaos commentedI don't really use 'postponed'. More or less, individual documentation items need their own issues. An overall "document stuff" issue is not helpful.
