You really have 2 options -
1. start reading the documentation here on Drupal and the numerous tutorials, videos and so on by the long list of websites and service providers for Drupal - just google for it and try a book such as David Mercer, etc.
2. go to paid service - http://drupal.org/paid-services and specify what you need.

Then I recommend you start
Then I recommend you start out by learning the Drupal basics and build up your knowledge as you build your site. There are a lot of excellent Drupal resources on the web as well as good Drupal books out there. I have a series of Drupal beginner tutorials on my blog (see my sig), the Drupal documentation is pretty awesome, and a Google search will bring up a lot more in terms of tutorials.
Start working through these resources and ask questions here if you get stuck. Remember to search the forums first to make sure you're not asking questions that have already been answered before. In addition, sharing your knowledge and answering other people's questions on the forums is a great way to build and cement your own knowledge!

If your website is going to be a static one then I would recommend you do it using some basic HTML and not actually switching to a complete CMS like this. Because, you will have tough time figuring out things. Further, if your site is not going to be updated on a regular basis then actually their isn't any need to take so much effort, because apart from eating your time, it (not the Drupal CMS but the support) will cost you money too :-)

My Latest Website Direction.
My website development in Drupal has paused significantly until recently. I want to respond to the bearded guy who made the last comment. I believe a simpler approach to my websites is not a bad idea at all. The thing that had usually attracted me to all the different themes in word press were truly the way the thing (say the fromt page looked!
I believe much of what I need can indeed be accomplished by simple HTML websites. Also simpler may be more secure as well. I guess the thing here is that I do enjoy building my own websites and being that I certain visual designs appeal to me, I grab the 1st WordPress templates that appeal to my sense of design.
However just as WordPress is designed for bloggers who want to and need to Keep On Blogging, I want to and need to develop automated websites that will sell the virtual products that I am marketing. I suppose I like forums such as these, because I am not adverse to paying others what seem to take me endless hours that stretch into days, weeks, months, etc. A well spent $50-$85 might actually save me weeks or even a month of time.
With the elaborate introduction done, I need someone who knows the ins and outs of establishing service on a VPS. I am truly tired of asking all kinds of people to set my domains up on their IP's, requesting all those things that root access available through a VPS can accomplish.
I want to set up:
Cloud Linux/C-Panel/WHM...
The company I leased the VPS from is actually a cloud server. Later on I might upgrade to a true "Dedicated Environment". I am not trying to re-invent the wheel I am just trying to be able to offer high quality uncrowded fast and reliable web hosting and domains.
I have talked with someone here for the website, if I use Drupal, there is an existing API for namecheap to handle domain registration. The expertise I seek is with the following very specific areas:
1) Person must be brilliant in DNS issues, I have enough domains [ 300 ] that I felt it might even be worthwhile to develop my own "sales or auction website" so the person must be very strong in working with DNS matters.
2) Cloud Linux/ C-Panel/WHM is just the start (by the way I am not married to C-Panel) yet it sort of is the web hosting is sold. The person should have "cut their teeth on client exec, or simply be totally proficient in WHMCS. Ideally I will jump into "Bigger and Better" very quickly!
3) I am poised to do business as a master reseller, I can resell, resellers, the next step might be Alpha Reselling, yet cloud reselling is an very serious aspiration. I had talked to the guys at OnApp like a year ago.
4) So thats what I need the person I am looking for may simply be an advanced amateur who built a Reselling System on his own on a dedicated, semi-dedicated or VPS system. I got as far as downloading the latest C-Panel, and Centos OS- I have 4 dedicated IP's to set up and have an actual Cloud Server VPS system to set up!
Knowing how to set up this license is where my entire system/vision is now paused at. Selling domains and web hosting is not going to make me wealthy but it is a major foot in the door for the bigger project that is following closely.
