Just installed version 6.x-1.11 and am getting this error:

Check if there are enabled modules listed under the category Meta tags in the modules page. If nodewords.module is not the only enabled module listed under the category Meta tags, then file an issue.
There are no modules that implement meta tags, or that support the current API version.

Nodwords.module is the only one enabled.

That explains all: nodewords.module doesn't implement any meta tags, and you have to enable at least one other module.
I will change the error message to be more helpful.

The message says

It means to open an issue report if there are other enabled meta tags modules, and listed under the category meta tags.
